We are not a federal registry — no such thing exists under the ADA — and we don’t pretend to be. What we do is provide the practical documentation that smooths real-world interactions.

The federal-law standard requires the letter to come from a licensed clinician who has actually evaluated you. Any service issuing “instant” letters with no consultation produces paperwork landlords can reject. Why use a service dog registry at all?

Service animal registry

ADA (Americans with Disabilities Act)

The federal civil rights law that defines what a service dog is and grants public access rights. Under the ADA, a service dog is a dog individually trained to perform tasks for a handler with a disability. Service dogs and psychiatric service dogs have full ADA public access rights; emotional support animals do not.

FHA (Fair Housing Act)

The federal housing law that requires landlords to provide reasonable accommodation for service animals, psychiatric service dogs, and emotional support animals — even in "no pets" buildings. Landlords cannot charge pet fees or breed-restrict. FHA breakdown →

ACAA (Air Carrier Access Act)

The federal airline-travel law that requires US carriers to permit trained service dogs and psychiatric service dogs in the cabin at no fee. Since the 2021 DOT rule, the handler submits a DOT Service Animal Air Travel Form 48 hours before the flight. Emotional support animals lost ACAA cabin protection in that 2021 rule change.

Service dog

A dog individually trained to perform tasks for a person with a physical, sensory, psychiatric, or intellectual disability. Service dogs have full public access rights anywhere the public can go. Common task examples: guide work for blindness, mobility assistance, medical alert, retrieval, and counterbalance support.

Psychiatric service dog (PSD)

A service dog whose tasks address a mental-health disability listed in the DSM-5 — PTSD, severe depression, panic disorder, OCD, bipolar, autism. Psychiatric service dogs have the same ADA public access rights as any other service dog. Common tasks include deep-pressure therapy, room searches, and medication reminders.

Emotional support animal (ESA)

A companion animal that provides therapeutic comfort to a person with a diagnosed mental-health condition. ESAs do not need task training. Public access rights

The right to bring a service animal anywhere the public can go — restaurants, hotels, stores, hospitals, transit, courts. Granted by ADA Titles II and III to handlers of trained service dogs and psychiatric service dogs. Emotional support animals do not have public access rights under any federal law.

ESA letter

Two-question rule

Under the ADA, business staff can legally ask only two questions about a service animal: (1) Is the dog required because of a disability? (2) What work or task has the dog been trained to perform? They cannot demand a service animal registry record, certification papers, or a doctor’s letter. Full rule →

DOT Service Animal Form

The Department of Transportation form a service dog or psychiatric service dog handler signs and submits to a US airline 48 hours before a flight, attesting to the animal’s training and behavior. Required for ACAA cabin access. Included with USAR’s Premium and Elite tiers.
