Terms of Service
The ground rules for using USSAR. We've tried to keep it short, plain, and focused on what actually matters — what registration is, what it isn't, what you're agreeing to, and how disputes get handled.
The short version
- Registration is documentation, not legal authority. Your rights under the ADA and FHA exist independently of any registry.
- We're a private company. Not a government agency. Not a medical provider.
- Be truthful in what you submit. Fraudulent registrations get canceled and refunds denied.
- You agree to resolve most disputes through binding arbitration, not class-action lawsuits.
- Governing law is the state of Florida. Venue is Pinellas County.
1. Agreement to these terms
By using our website, registering an animal, or placing an order, you agree to these Terms of Service ("Terms") and our Privacy Policy. If you don't agree, don't use the site. These Terms form a binding contract between you and US Service Animal Registrar ("we," "us," "USSAR").
2. Eligibility
You must be at least 18 years old to register an animal and submit payment. If you're registering an animal on behalf of a minor (for example, a parent registering a diabetes-alert dog for a 12-year-old), you must be that minor's parent or legal guardian and you complete the registration using your own contact details and your own email address — that email is the only identity we keep on the record, and any future dashboard access runs through one-time sign-in links sent to it.
If we discover the registered adult-of-record is under 18, we'll suspend the registration and refund any payment made.
3. What registration is
Registration with USSAR is a private documentation service. When you register, we:
- Assign you a registration number (
US-SAR-XXXXXXXXX). - Create a public verification page accessible by registration number — useful for landlords, airlines, and businesses who want to check that the information matches what you've shown them.
- Generate digital documents — certificate, housing letter, DOT form, etc. — that you can print or save.
- Optionally ship you printed ID cards, harnesses, tags, and other gear.
- Optionally deliver Apple Wallet and Google Wallet passes containing the registration number and your animal's information, for handlers with an active Basic or Pro subscription.
4. What registration isn't
Registration IS
- A private documentation record of your animal
- Gear and credentials that make your rights easier to present
- A verification URL landlords and airlines can check
- Useful for reducing friction — not creating rights
Registration IS NOT
- A government certification or license
- A substitute for task training or a clinician's letter
- A legal shield if your animal doesn't qualify
- A replacement for the ADA, FHA, or ACAA — those federal laws apply regardless of whether you register
The ADA explicitly does not require service dogs to be registered with any organization. Anyone claiming otherwise — including us — would be misrepresenting the law. Our service exists to help handlers present their legitimate status cleanly, not to confer status that doesn't already exist.
5. Your responsibilities
When you register with us, you represent and warrant that:
- The information you provide is accurate and truthful — your name, your animal's details, your emergency contact, everything.
- You are the legitimate handler of the animal you're registering, or the parent/guardian of a minor handler.
- For Service Dog or Psychiatric Service Dog registrations, your animal has been trained to perform specific tasks that mitigate a disability you (or the person you're registering for) actually have.
- For ESA registrations, you are under the care of a licensed clinician who has recommended an emotional support animal as part of your treatment.
- You will keep access to the email on file secure and are responsible for all activity under your registration. Because sign-in is done entirely via one-time links sent to your registered email, protecting that inbox is the equivalent of protecting an account password on other sites.
- You will update your information when it changes (new address, new photo, different animal).
- You will not misrepresent your animal's status to businesses, landlords, or airlines — that is illegal in most US states and can get you prosecuted.
6. Fraud & misrepresentation
We screen registrations and flag ones that appear fraudulent. The most common red flags we catch:
- Multiple registrations under the same name/email/card but with different animals and different handlers
- Payment from stolen cards (Stripe Radar flags these in real time)
- Photos that are stock images, CGI-generated, or the same photo submitted for multiple different "animals"
- Impersonation — registering an animal that belongs to someone else without their knowledge
- Using a service-dog registration to pass a pet off as a service animal in public
Confirmed fraud results in: (1) immediate cancellation of the registration, (2) removal of the verification page, (3) denial of refund, (4) blocking of the account and the associated payment method, and (5) if the fraud involved a stolen card, cooperation with the cardholder's bank.
7. Orders, payment, and shipping
Placing an order
When you complete checkout, you're making a binding offer to purchase. We confirm acceptance by charging your payment method and sending a confirmation email. Until both happen, no contract has formed.
Payment
Payments are processed by Stripe. We accept Visa, MasterCard, American Express, Discover, Apple Pay, and Google Pay. Prices are in US dollars and do not include applicable state sales tax (where collected).
Subscriptions
Basic ($2.99/month), Pro ($4.99/month), and Annual ($29.99/year) subscriptions automatically renew until you cancel. You can cancel any time from your account dashboard. Canceling stops future charges; it does not refund the current period (see Refund Policy).
Shipping
We ship via USPS, typically within one business day of order. Delivery times vary by destination, usually 3–7 business days for First Class and 2–3 for Priority. Risk of loss transfers to you once we hand the package to USPS, but our lost-mail policy covers replacement if tracking goes silent for 10+ business days.

8. Intellectual property
Our content
The USSAR brand, logo, site design, photography, illustrations, and original copy on this website are owned by US Service Animal Registrar and protected by copyright and trademark law. You may not copy, reproduce, or create derivative works from our materials for commercial use without written permission. Personal, non-commercial use (saving pages to read, printing for your own reference) is fine.
The documents we issue you
Certificates, ID cards, letters, and wallet passes issued to you as part of your registration are yours to keep and present to landlords, airlines, and businesses. You may not alter the content, forge new cards with our branding, or resell USSAR materials.
Your content
When you upload photos and signatures, you grant us a limited, worldwide, royalty-free license to use them for the purpose of providing the service — printing them on your cards, embedding them in your PDFs, displaying them on your verification page and wallet passes, and storing them securely. You retain ownership of your photos. We do not use customer-uploaded photos for marketing without specific written consent.
9. Public verification page
Every active registration has a public verification page at usserviceanimalregistrar.org/verify/?reg=US-SAR-XXXXXXXXX. Anyone with the registration number can look it up. The page shows: registration number, animal type, animal name, handler name, breed, state, active/inactive status, and the photos you uploaded.
By registering, you consent to this information being publicly accessible via the verification URL. You can hide your verification page (showing only "Active Registration" with no identifying information) at any time by toggling Hide Verification Page inside your account dashboard → Privacy & Data tab.
10. Prohibited uses
When using our site, you agree not to:
- Violate any applicable federal, state, or local law
- Misrepresent an animal's status (for example, registering a pet as a service dog to gain public access)
- Use automated tools (scrapers, bots, crawlers) to access the site, except well-behaved search engine crawlers
- Attempt to access another user's account, data, or verification records
- Interfere with, disrupt, or attempt to compromise the site's security
- Use the site to distribute malware, spam, or phishing content
- Reverse-engineer or copy our registration process to build a competing service
- Impersonate another person or provide false information
11. Third-party services & links
We link to third-party services we've vetted — including CertaPet and Pettable for legitimate ESA letters, Stripe for payments, USPS for shipping, and Google/Apple for wallet passes. We don't control those third parties and we're not responsible for their content, terms, or privacy practices. Read their terms separately.
Some links on our site are affiliate links. If you purchase from a linked partner, they may compensate us. This doesn't affect your price or our ranking criteria — we only link to providers we've verified employ licensed clinicians.
12. Warranty disclaimer
Our services are provided "as is" and "as available." To the fullest extent permitted by law, we disclaim all warranties — express, implied, statutory, or otherwise — including implied warranties of merchantability, fitness for a particular purpose, and non-infringement.
Specifically, we do not warrant that:
- Registration will cause any particular business, landlord, or airline to accept your animal
- The verification page will be available 100% of the time (we aim for high availability but things break)
- Every recipient will know what to do with a USSAR ID card or letter (handler education is on you)
- The ADA, FHA, or ACAA will be interpreted in any particular way by any particular court, agency, or adversary
13. Limitation of liability
To the maximum extent permitted by law, USSAR and its officers, directors, employees, and affiliates will not be liable for any indirect, incidental, consequential, special, exemplary, or punitive damages arising from or related to your use of the service — including lost profits, lost revenue, lost data, business interruption, emotional distress, or cost of substitute services.
Our total aggregate liability for any claim arising from or related to these Terms or the service is limited to the greater of (a) the amount you paid us in the 12 months preceding the claim, or (b) $100 USD. Some jurisdictions don't allow this limitation, in which case our liability is limited to the minimum extent permitted by law.
14. Indemnity
You agree to defend, indemnify, and hold USSAR harmless from any claims, losses, damages, costs, or expenses (including reasonable attorneys' fees) arising from (a) your misuse of the service, (b) your violation of these Terms, (c) your violation of any law, (d) content or information you submit (including false information or photos you don't have rights to), or (e) any third-party claim that your animal caused harm where registration was used as documentation.
15. Termination
By you
You may cancel your account at any time from your account dashboard — subscriptions cancel from the Subscription tab, and full account deletion is available in the Privacy & Data tab. Cancellation of a subscription stops future charges. Cancellation of a lifetime registration doesn't entitle you to a refund beyond the 30-day guarantee window.
By us
We can suspend or terminate your account for any of the following:
- Confirmed fraud or misrepresentation
- Chargeback on a payment after we've delivered the service
- Violation of these Terms, including prohibited uses
- Abusive, threatening, or discriminatory behavior toward our staff
- Extended inactivity (no dashboard sign-in for 5+ years on an annual plan that has expired)
Sections 8 (IP), 12 (warranty), 13 (liability), 14 (indemnity), and 16 (disputes) survive termination.
16. Dispute resolution & arbitration
Open a dashboard message first
Most issues resolve in a single message. Before filing any claim, please open a thread from your account dashboard → Messages tab, describe the issue, and allow 30 days for resolution. If you don't have an account access (for example, your registration has been terminated), you may instead send a written notice to our mailing address provided in Section 19. We will make the same good-faith attempt before bringing any claim against you.
Binding arbitration
If informal resolution fails, both parties agree to resolve disputes through binding individual arbitration administered by the American Arbitration Association (AAA) under its Consumer Arbitration Rules, rather than through a court proceeding. The arbitration will be conducted in English, in Pinellas County, Florida, or by video conference at the arbitrator's discretion. The arbitrator's decision is final and enforceable in any court of competent jurisdiction.
Class-action waiver
You agree that any dispute will be brought in your individual capacity and not as a plaintiff or class member in any purported class, consolidated, or representative action. The arbitrator may not consolidate claims or preside over any form of class proceeding.
Exceptions
The arbitration requirement does not apply to: (a) small-claims court actions (either party may pursue claims in small-claims court if they qualify), (b) injunctive relief for intellectual property violations, or (c) disputes that applicable law specifically excludes from arbitration.
Opt-out
You can opt out of the arbitration and class-action waiver provisions within 30 days of first agreeing to these Terms by using either of the following methods:
- In-dashboard opt-out — from your account dashboard → Privacy & Data tab, click Opt Out of Arbitration. You'll receive an on-screen confirmation receipt and a timestamped confirmation attached to your account. This is the fastest and preferred method.
- Written postal notice — mail a signed notice to our mailing address listed in Section 19 below. The notice must include your full name, registered email, and a clear statement that you wish to opt out of arbitration. The notice must be postmarked within the 30-day window.
Opting out does not affect any other provision of these Terms.
17. Governing law & venue
These Terms are governed by the laws of the State of Florida, USA, without regard to its conflict-of-laws principles. For disputes not subject to arbitration, exclusive venue is the state and federal courts located in Pinellas County, Florida, and both parties consent to personal jurisdiction there.
18. Changes to these terms
We may update these Terms from time to time. Material changes will be announced via email to registered users and highlighted on this page at least 14 days before taking effect. Continued use of the service after the effective date of a change means you accept the updated Terms. If you don't accept an update, you may cancel your account (see Section 15).
19. Contact us
Nearly every question about these Terms, your account, or a specific order is handled inside your account dashboard. We intentionally don't operate external support-email addresses — they were impersonated, abused, and made routine requests slower than dashboard-driven self-service.
- Registration, order, subscription, refund, privacy questions: go to my_account, enter your registered email, click the one-time sign-in link we send, and open the Messages tab. Mark the thread Support, Privacy, or Billing and it routes to the right team.
- Didn't receive the sign-in link: check spam, then request it again from the sign-in page. If the email on file is no longer accessible, use our no-login privacy request form to recover access. There are no passwords on this site — the email link is the only way in.
- Pre-sale questions (you haven't registered): our public contact form is the right channel.
- Fraud reports (someone used your card without consent): use our no-login fraud report form.
- Formal legal notices — DMCA, service of process, subpoenas, court orders, arbitration opt-out notices, or anything else requiring sworn/signed delivery: send via certified mail to the postal address shown below. We acknowledge receipt within 5 business days.
