Flying With a Service Dog on United Airlines

United Airlines accepts trained service dogs in the cabin at no charge after you submit the DOT Service Animal Air Transportation Form through United's accessibility desk or via the upload form on united.com. United's hub structure (ORD, DEN, IAH, EWR, IAD, SFO, LAX) means most service dog handlers will connect through at least one large airport with experienced staff — a small advantage compared to point-to-point flying.

The two things you need before booking

  1. The DOT Service Animal Air Transportation Form. Required by federal law since 2021. Self-certifies that the dog is task-trained, vaccinated, and behaved. United accepts the standardized DOT form via their service animal upload portal.
  2. For flights of 8 hours or more (transpacific, transatlantic, longhaul international): the DOT Relief Attestation Form. Confirms the dog can either relieve itself in a sanitary manner during the flight or won't need to.

Both forms are pre-filled in USAR Premium and Elite registrations. Build Your Own and Essential tiers can add the DOT form individually.

United's specific service dog policy

  • No fee. Service dogs travel free in the cabin under DOT rules.
  • Dog stays at handler's feet. The dog must fit on the floor in front of the handler's seat.
  • Two service dogs maximum per handler. Standard DOT cap.
  • Bulkhead seats are NOT permitted. The dog needs the seat in front to lie under.
  • Emergency exit rows are NOT permitted.
  • Polaris (United's longhaul business class) accepts service dogs. The dog goes in the floor space at your suite — slightly tighter than economy in some configurations, so call ahead if your dog is large.
  • United Express regional flights (operated by SkyWest, Mesa, GoJet) follow United mainline policy. No separate process needed.

The booking + check-in walkthrough

Step 1: Book your flight on united.com or the United app

Standard booking. Don't add the dog as an in-cabin pet (PetSafe). Pick a window seat in a regular row. United Economy Plus seats give a few extra inches of legroom — useful for medium-to-large dogs.

Step 2: Submit the DOT form to United

United's service animal form upload is available at united.com under "Travel → Special Services → Service Animals." You'll need your confirmation number, flight details, and the completed DOT form. Submit at least 48 hours before departure for full processing. United also accepts day-of submission at the airport but processing time can affect boarding.

If submission goes through, United emails an acknowledgment. Bring a printed or digital copy in case the gate agent needs to look it up.

Step 3: Check in 24 hours before

Standard United check-in via united.com or the app. Your assigned seat is set at booking, so check-in time doesn't affect seating — but it does affect upgrade processing if you're a MileagePlus elite.

Step 4: At the airport — TSA

Bring your USAR ID card and pull up the Wallet pass on your phone. TSA does not legally require either, but they accelerate the conversation. The dog walks through the metal detector with you. Handler may be patted down separately if the dog's harness or vest sets off the detector.

Step 5: Boarding

Service dog handlers can pre-board on United — request it at the gate when boarding starts. This gives you time to settle the dog before the cabin fills.

What United crew typically asks

  • Confirmation that you submitted the DOT form (it'll be in their system if you submitted ahead)
  • The standard ADA two questions: "Is the dog a service animal required because of a disability?" and "What work or task has the dog been trained to perform?"
  • A behavior check — United can refuse boarding if the dog shows aggression or appears not housebroken

They cannot ask about your specific disability, demand training documentation, or require the dog to demonstrate the trained task on the spot.

United-specific things to know

  • United Club lounges accept service dogs. Most United Club locations are explicitly service-dog-friendly. International Star Alliance lounges follow each operator's rules.
  • Star Alliance partner codeshares add complexity. A United-marketed flight operated by Lufthansa, Air Canada, or another partner is governed by the operating carrier's policy. Confirm with the operating airline 72+ hours ahead.
  • Hawaii routes have additional state quarantine rules. Hawaii's animal quarantine program applies regardless of service dog status — service dogs are eligible for the 5-day-or-less program with advance documentation.
  • United's accessibility desk (1-800-228-2744) handles service animal questions. Useful for atypical situations (large dogs, multiple connections, longhaul international).

What about emotional support animals?

United no longer recognizes emotional support animals as service animals for cabin travel. The change took effect in early 2021 following the DOT's revised ACAA rule. ESAs flying United are treated as pets — small in-cabin pet fee for animals that fit under the seat in a carrier, cargo via United PetSafe for larger animals.
