Service-dog rights in Maryland
Service dogs are protected under three overlapping federal laws: the ADA (public accommodations), the FHA (housing), and the ACAA (air travel). Maryland handlers get every one of those protections by default. Whether you live in Baltimore, Frederick, Rockville, or anywhere else in Maryland, the federal protections move with you. State law (Md. Code, Hum. Servs. § 7-704 and Md. Code, State Gov't § 20-705) supplements those federal protections. Maryland penalizes misrepresentation of an animal as a service animal as a misdemeanor, on top of standard ADA-style access protections. One thing we always lead with: registration is not certification. Federal law does not require it, and Maryland does not require it. The value of a USAR record is operational — handlers consistently report smoother interactions when they can produce a real card and a scannable verification link instead of explaining the law every time.

Maryland service-dog FAQ
Does Maryland require service-dog registration?
Maryland does not require service-dog registration, and federal law does not either. The ADA explicitly forbids businesses from demanding certification or registration documents. What we provide at USAR is optional documentation — a real ID card, a Wallet pass, a public verification URL — that handlers find useful day-to-day even though it isn't legally required.
What rights do service-dog handlers have in Maryland?
Maryland handlers are protected by ADA Title III (public accommodations — restaurants, hotels, stores, taxis, doctor offices), the Fair Housing Act (housing, including "no pets" rentals), and the Air Carrier Access Act (airlines). State law adds another layer — see Md. Code, Hum. Servs. § 7-704 and Md. Code, State Gov't § 20-705. Together those statutes mean a service-dog handler in Maryland has equal access to virtually every place open to the general public.
Can businesses in Maryland ask about my service dog?
Yes — but only two specific questions, and only if the dog's role isn't obvious. Business staff can ask: (1) Is the dog a service animal required because of a disability? and (2) What work or task has the dog been trained to perform? They cannot ask about your disability, demand documentation, require the dog to demonstrate the task, or charge a pet fee. That's federal ADA law, applied uniformly in Maryland.
Can I bring my service dog into businesses in Maryland?
Yes. Restaurants, hotels, retail stores, transit, hospitals, and government buildings throughout Maryland are all covered by ADA Title III. Md. Code, Hum. Servs. § 7-704 and Md. Code, State Gov't § 20-705 adds state-level enforcement. A business can only deny access if the dog is out of control, not housebroken, or — rarely — operating in a fundamentally incompatible environment like an operating room.
Are service dogs covered in Maryland rental housing?
Yes. The federal FHA and Maryland state housing law together require landlords to allow service dogs and ESAs as a reasonable accommodation, even in pet-restricted buildings. They cannot charge pet rent, pet fees, or pet deposits for service or assistance animals. A USAR record is not legally required for accommodation, but it shortens documentation requests.
What about flying with my service dog from BWI (Baltimore/Washington International Thurgood Marshall)?
Air travel is governed by the federal Air Carrier Access Act, not the ADA. Most U.S. airlines require the DOT Service Animal Air Transportation Form to be submitted before the flight — it confirms behavior, training, and health. USAR's Premium and Elite tiers include this form. MD-based handlers flying from BWI (Baltimore/Washington International Thurgood Marshall) or other airports should submit the DOT form to the airline 48 hours before departure when possible.
How do businesses verify my USAR registration?
Every USAR registration gets a unique URL: usserviceanimalregistrar.org/verify/?reg=YOUR-ID. Your printed ID card and Wallet pass both carry a QR code that points to it. A staff member scans the code with any smartphone camera and instantly sees your registration record — handler name, dog name, registration ID, status. No login, no app install. The Wallet pass auto-updates when the record changes, so verification stays current even years later.
What does USAR registration cost?
