Service-dog rights in Florida
Service-dog access in the United States is governed primarily by federal law. The Americans with Disabilities Act (ADA) Title III protects access to public accommodations, the Fair Housing Act (FHA) covers housing, and the Air Carrier Access Act (ACAA) covers air travel. These rights apply in every state — including Florida. Whether you live in Miami, Orlando, Tampa, or anywhere else in Florida, the federal protections move with you. State law (Florida Statutes § 413.08) supplements those federal protections. Florida's service-animal statute is one of the more detailed in the country, criminalizing both denial of access and misrepresentation. One thing we always lead with: registration is not certification. Federal law does not require it, and Florida does not require it. The value of a USAR record is operational — handlers consistently report smoother interactions when they can produce a real card and a scannable verification link instead of explaining the law every time.

Florida service-dog FAQ
Do I need to register my service dog in Florida?
No. Federal ADA law does not require registration, and Florida does not require registration. Service-dog rights attach to the dog's training and the handler's disability, not to any document. That said, handlers in Florida consistently tell us a real photo ID card and a scannable Wallet pass make day-to-day interactions faster — fewer arguments at restaurants, smoother check-ins at hotels, less back-and-forth at the gate.
What protections cover service-dog handlers in Florida?
Three federal laws cover Florida handlers: ADA Title III for public spaces, the FHA for housing, and the ACAA for air travel. Florida adds state-level protections under Florida Statutes § 413.08. The combined effect is broad — public accommodations, rental housing, airports, and many private settings are all covered.
Can businesses in Florida ask about my service dog?
Yes — but only two specific questions, and only if the dog's role isn't obvious. Business staff can ask: (1) Is the dog a service animal required because of a disability? and (2) What work or task has the dog been trained to perform? They cannot ask about your disability, demand documentation, require the dog to demonstrate the task, or charge a pet fee. That's federal ADA law, applied uniformly in Florida.
What places does my service dog have access to in Florida?
Public accommodations across Florida: dining, lodging, retail, transit, healthcare, government offices, taxis and rideshare. The ADA permits exclusion only in narrow circumstances — typically a sterile medical environment or a situation where the dog is uncontrolled or not housebroken. State protections under Florida Statutes § 413.08 reinforce those access rights.
Can my landlord deny my service dog in Florida?
In almost every case, no. The FHA requires landlords to grant reasonable accommodation for service dogs and emotional support animals — including in "no pets" buildings — and forbids pet deposits or pet fees for them. Florida state housing law provides parallel coverage. Landlords can deny accommodation only in narrow situations (the animal poses a direct threat, the request creates an undue burden).
Do I need anything special to fly with my service dog from MIA (Miami International)?
Yes — the DOT Service Animal Air Transportation Form. The ACAA requires it for most U.S. airline cabin travel. MIA (Miami International) handlers should submit the form to their airline at least 48 hours ahead. USAR's Premium and Elite packages include this form; it's also available standalone from the U.S. Department of Transportation.
How does USAR verification work?
Every USAR registration gets a public verification URL at /verify/?reg=YOUR-ID. The QR code on your printed ID card and Wallet pass links to it. A doorman, server, or gate agent scans, the page loads in a second, the record either says ACTIVE or it doesn't. Nothing to download, nothing to install. The Wallet pass auto-syncs when you update vaccinations or photos.
